Found out about it while browsing the internet just now. Apparently patching to 1.1a has caused problems for people so just as a heads up, if you have a problem patching, this is most likely your case:

"You gotta to get it to 1.1a to work properly. It should be easy enough to find on Google.
I had trouble patching awhile ago, but I found what the deal was. After patching to 1.1a, the 1.1a related files were put into a new folder in the Soku directory for some reason. Just move the files out of the new folder and overwrite the ones in the main directory."

"See if there were any new folders made, or ones you might not recognize and just have an executable & some other files with it."

To host a game:
Go to your router (192.168.1.1 in your browser), login and redirect port 10800 to your local IP (cmd, ipconfig, look for "192.168.1.something") with UDP protocol enabled
Get sokuroll 1.3
Open game, then sokuroll
Vs network, host, port 10800
http://www.whatismyip.com/ + :10800

Although I'm not sure if this works with/is necessary for static IPs.
