Round 28: Furry Mafia: Let the Fur Fly!

THE STORY

It's late at night. Mayor Axel is walking down the streets of his town, proud of what he's done with it. It was once a lawless, hut strewn shamble of a town, but now, it looks like a city fit for an empire. Crime is virtually non-existant, those willing to work don't go hungry, and his secretary just might be putting the moves on him. Having one of the few pairs of opposable thumbs is nice too.
A few minutes later, as he is passing through one of the shadier parts of town, someone turned the corner ahead of him. They had a hungry look about their face, so he, being the great simian he is, offered to “Have a meal on me.”. Poor choice of words.

“Oh gods, what sick freak did this?” said the Deputy Mayor as she surveyed the gruesome scene. “We don't know. There was a blood trail, but it dipped off in a river. Won't know much more until the Coroner takes a look.”. The newly deputized Mayor sighs. “Well... I guess I'll be the one to tell his family. I'll be sure to- wait a second. What's that sticking out of his collar?”. The officer grabs the item. It appears to be a note. “A message from the killer? Let's see here... 'This was just the first meal we've taken. There will be more until you find us. We're here right now, as a matter of fact. However will you find us?'”.
The Mayor looked over the group gathered here, many with faces of shock, but quite a few seem to not even be fazed by the brutality. “Alright then. Officer, all of these people are to be placed under watch until these murderers are found.”. “Are you sure about that? They could be lying to cover their esca-”. “I'm sure, Officer. They don't want to get away. They want to kill anyone that could stop them.”. *sigh*, “Alright, you heard her. Everyone, report down to the station for an ankle bracelet. Looks like we're in for some troubled times.”

Introduction of predators to “Animal Town” appears to have predicted results. Observation indicates that predators seek out and prey upon the highest ranking animal in the pack. As projected, Subjects near the scene of the incident the next day are under immediate suspicion. Tally boards are in place. Monitoring devices active.
