Round 21: Sakuya, what's "mafia"?

“My my, this seems fun,” Yukari said as she stepped out of a gap. “Why wasn't I invited?”
“Hmph,” Reimu huffed, lowering her newspaper for a moment to glance at the crowd outside her shrine. “They all just started showing up. So I guess it was an inevitability that you'd come sooner or later.”
“Cheer up,” Yukari said, putting a hand on Reimu's shoulder. “More attention for the shrine is a good thing, right?”
“I don't need to pander for faith like all the others,” Reimu spat. “First Kanako came from the outside world, then that Hijiri lady was unsealed, and now that Taoist is awake...”
“And less people are coming to the Hakurei Shrine because of them, right? If you don't try to win people back, you could lose what little faith you still have.”
“They're all just fads. Flavor of the week. Gensokyo as a whole can't exist without the Hakurei Shrine to maintain the Great Hakurei Border, so sooner or later they'll all come crawling back.” Reimu puffed her chest out proudly, then picked her newspaper back up.
Yukari cocked her head to the side. “You know I'm the one who made that border, and could easily power it myself, right?”
“Aaaand here's the most recent begging,” Reimu said, pointing to an article Bunbunmaru Newspaper while ignoring Yukari. “Look at this. 'Myouren Temple's Lady Hijiri to Host Flower-Viewing Party to Promote Peaceful Human-Youkai Interaction'... what a load.”
Yukari snatched the newspaper out of Reimu's hand and scanned the article. “Ever think that maybe she really cares about humans and youkai getting along? Or is any competing site of worship just a hotbed of corruption to you?”
“She's a youkai. I can't trust anything she says,” Reimu huffed.
Yukari folded her arms across her chest. “What, then you don't trust me either?”
Reimu shurgged. “Not really.”
“Wow, don't sugarcoat it or anything. Besides, you know she used to be human, right?”
“Yeah, and she betrayed humanity to help youkai. Just further proof that humans and youkai are natural enemies.”
“Uh-huh, right, enemies. So what you and I did last night was... foe yay, they call it?”
“I-it didn't happen,” Reimu stuttered. “Besides, you're the only youkai I can get along with.”
Yukari glanced to the side. “And they are...?” A number of youkai, including Remilia Scarlet, Alice Margatroid, Suika Ibuki, and Aya Shameimaru were gathered around the shrine and passing the time by drinking and chit-chatting, as well as a few humans.
“Annoyances and mooches,” Reimu sighed. “They don't even pick up their messes when they're done drinking.”
“Wow, you sound extra agitated today,” Yukari giggled. “Alright, I've decided. We're going to the Myouren Temple tonight, and you're going to have a good time.”
“Hey, don't just decide that on your own!” Reimu yelled.

“Hm, what if I say I won't go?” Reimu asked.

Reimu sighed. “Fine, fine, if it'll get you to shut up.”

Sanae Kochiya walked up to Reimu. “Need one?” Sanae said, handing Reimu a cup of sake.

So now I need a gimmick, like any good Touhou game. How's this gonna work?
One word: spirit.
HOW SPIRIT WORKS
In a nutshell, spirit is a way of controlling how much you can do – not just in one day, but as a whole. Voting, abstaining, and activating abilities all take various amounts of spirit, and it's important to pace yourself so you don't find yourself unable to use your abilities when you need them the most.
Spirit is stored in spirit orbs. You begin with five spirit orbs, and your role PM will tell you how many are filled when the game starts, as well as how much spirit you recover each morning, how much it costs to vote or abstain, and how much spirit each ability costs. Some abilities can be made stronger by spending extra spirit on them.
Spirit orbs can exist can exist in one of three states; full, empty, or broken. These should be self-explanatory, but just in case:
-Full means you can use the spirit inside to fuel abilities or voting.
-Empty means there isn't any spirit inside for you to use.
-Broken means that not only is there no spirit inside of it, but also that it will never be refilled again.
Orbs break either as a side-effect of abilities or if, for whatever reason, your current spirit would drop below 0 (if this is due to you trying to use an ability that you don't have the necessary spirit for, the ability will fail). An orb will also be broken automatically if, during the morning, you do not have enough remaining spirit to vote or abstain. When an orb breaks, your remaining orbs are instantly refilled.
In addition, if you break so many of your spirit orbs that it becomes impossible to vote or abstain (for example, if both voting and abstaining cost 2 spirit, but 4 of your orbs are broken leaving you with a maximum of 1 spirit), you will be modkilled.
It's up to you to keep track of your remaining spirit and ensure that you have enough to use whatever abilities you intend to. I will only tell you how much you have left if another player's ability affects your total.
To help you understand, take a look at an example of a role that was scrapped from the round.
As you can see, she regains 3 spirit each morning - just enough for her to consistently vote and use her ability each night. If she abstains, however, she will not have enough spirit to make a vigilante kill. Alternatively, if she chooses not to make a kill, she'll have some extra spirit the next day. For a total of 4 spirit, she can both make a vigilante kill and ensure that it takes down her target. Note that doing that takes 4 spirit, and abstaining takes 2. With a maximum of 5, that means she needs to have maximum spirit when the day starts and NOT abstain during the day. That is purely intentional, done to discourage abstaining. In fact, there is only a single role that uses more spirit to vote than to abstain.
Note that you can use as many abilities each night as possible, but cannot use the same ability more than once in a night.
